According to investigation, from 2015 to 2019, Yangzijiang Pharmaceutical Group reached agreements on fixed drug resale prices and set minimum drug resale prices with wholesalers and retail pharmacies and other downstream enterprises nationwide (excluding Hong Kong, Macao and Taiwan) by signing cooperation agreements, issuing price adjustment letters and oral notices.The implementation of the agreement is guaranteed by formulating implementation rules, strengthening assessment and supervision, punishing dealers selling at low prices, and entrusting intermediaries to supervise online drug prices.The above actions of Yangzijiang Pharmaceutical Group exclude and limit competition, damage the legitimate rights and interests of consumers and the public interests of the society, and violate Article 14 of the Anti-Monmonopoly Law to "prohibit the operator from entering into the following monopoly agreements with the counterparty of the transaction :(1) fixing the price of the resale commodity to a third party;(2) provisions limiting the minimum price of a commodity for resale to a third party.

On April 15, 2021, the State Administration of Market Regulation made an administrative punishment decision in accordance with the provisions of Article 46 and Article 49 of the Anti-Monopoly Law, ordering Yangzijiang Pharmaceutical Group to stop illegal activities and imposing a fine of 3% of its 2018 sales of 25.467 billion yuan, totaling 764 million yuan.
